22.02.01 Notices of the
Meeting, Receipt of Apologies and Approving
Reasons for Absence
The notices of the meeting had been posted on the Parish notice board, web site and COYC web site. The reasons for absence were approved.
22.02.02 To Receive Declarations of Interest on any Items on the Agenda
None received.
22.02.03 To Receive Reports on Police Matters
The Police report for January had been received. Notification of a meeting with the newly appointed North Yorkshire Police, Fire and Crime Commissioner to be held on the 26 May had been received.
22.02.04 To Approve the Minutes of the Meeting held on 17 January, 2022
The minutes of the previous meeting were approved as a correct record and signed by the Chairman.

from All Saints and St Andrew's Church Relating
Grant Support from the Parish
Council
The representative from St Andrew's church was welcomed to the meeting. An earlier grant application had been refused due to legal requirements. A comprehensive background to the outreach activities being organised was given. A further grant application was to be submitted.
22.02.06 Membership of the Council – Co-option to Casual Vacancies
Two vacancies remained.

A COYC - Additional information relating to community support activities had been circulated. It was noted that a new children’s centre was being developed at Huntington.
B Celebrations for The Queen’s Platinum Jubilee – The head teacher at the primary school had responded to say the school had no events planned. SG to contact again regarding a commemorative gift for the pupils. JRHT were to organise a community lunch.
C It was reported that the lighting at the multi use games area was now working.

11.1.22 - St Nicks - Green Corridor Project – To be considered at the next meeting
14.1.22 - YLCA – Information from NALC – Ofcom review of postal regulations. – NALC would be asking for continuing revenue support for the network. The information had been forward to JRHT.
28.1.22 - COYC - Covid outreach work in New Earswick had involved visits to residents.
17.2.22 - YLCA – Finalisation of the Charter between COYC and Parish Councils had been notified at the recent YLCA branch meeting (SG attended).

the Soundness of the City of York Local Plan -

Hearing
This was the next stage in the developing Local Plan process. The Parish Council had made strong representations opposing housing development on the area known locally as The Old School Field.

Erection of number 117 dwellings, pumping station and sub station together with means of vehicular and pedestrian access, associated parking, landscaping and open space – amendments to original application.
Members had previously objected to the development of this area. It was noted that there was additional correspondence between a COYC Flood Risk Engineer and Yorkshire Water in connection with the drainage of the proposed development. The area was currently flooded. Confirmation of the objection to develop the site was to be forwarded to COYC.

Recycling Projects with Local
Organisations
A briefing note from YO had been circulated prior to the meeting. An update including the details of forthcoming events to raise the profile of the topic were notified. Members agreed that prizes could be funded for a competition being organised by the library with the school.
22.02.12 York St John University - Parking Problems Outside
the Sports
Complex
The Estate Operations Manager had responded to say that parking spaces were being realigned to create a few more spaces. Regular communications were being issued to users to park responsibly, including details of alternative parking. In addition, consideration was being given to parking restrictions being made along the road. Members were aware that reductions to the speed limit were being considered.
22.02.13 Removal of Play Equipment from the Playground near New Lodge
JRHT were waiting for the equipment providers to supply replacement parts. It was noted that the replacement benches had been installed using tamper proof fixings.
